Rockwall Down Payment Assistance: 2026 Programs and Limits
Rockwall sits on the east shore of Lake Ray Hubbard, about thirty minutes up I-30 from downtown Dallas, in the smallest county in Texas by land area and one of the highest-earning.
Most people who lose a house in Rockwall do not lose it on income. They lose it on the pile of cash sitting on the closing table. The monthly payment works, your lender agrees the payment works, and then the wire request lands and you are short by the exact amount you have been rebuilding since the last offer fell through. Almost none of them think a down payment assistance program is meant for someone like them, and that assumption costs Rockwall County families more than any other idea in this market, because the statewide programs were written with repeat buyers and two incomes in mind.
Four Things Rockwall Buyers Believe That Are Not True
These four come up constantly on this side of the lake, and each one is wrong in a specific way.
- Assistance is for people who cannot really afford a house. In Rockwall that is backwards. The TSAHC ceiling here may reach ~$146,625 at any household size, and TDHCA My Choice Texas Home may reach ~$192,950. These programs solve the cash you need at closing rather than whether you can carry the payment.
- You need 20% down to be taken seriously here. Conventional financing starts at ~3% down and FHA at ~3.5%, and assistance may cover much of even that smaller figure plus part of your closing costs.
- These programs are only for first-time buyers. Most are not restricted that way. TSAHC Home Sweet Texas and TDHCA My Choice Texas Home both accept repeat buyers, which is the whole point for a family selling a Garland or Mesquite starter home to move into Rockwall ISD.
- A seller will pass over an offer that uses assistance. Assistance is not a separate product a seller signs off on. It rides on an ordinary FHA, conventional, VA, or USDA first mortgage and is handled inside the closing. What a listing agent reads is your pre-qualification letter.
The real test is whether your income lands under the Rockwall County limits and whether the homes you like land under the price cap. A lender can measure the income side against your pay stubs in one sitting. The price side takes longer here, because it depends on which part of Rockwall you are shopping and whether a builder’s option package pushes a base price over the line.
What Down Payment Assistance Means for a Rockwall Purchase
Down payment assistance is money that covers your down payment and often part of your closing costs, so less of your own cash leaves your account on closing day. Smaller housing efforts appear and close with funding, and the county housing office is the right door for anything currently open. For program purposes Rockwall County is treated as part of the Dallas area, so the ceilings run higher than the Balance of State figures used in rural counties. The table shows how high each limit may reach in non-targeted areas. Read them as “up to” guides; a participating lender confirms your exact number.

TSAHC applies a single income limit regardless of household size, while TDHCA brackets by household and by loan type. A Rockwall household earning in the low six figures still fits under the TSAHC ceiling of ~$146,625, and FHA, VA, or USDA borrowers may fit under a TDHCA tier reaching ~$199,410. Those ceilings sit high enough that the income test rarely ends a Rockwall County file. What ends one is the cash.
TSAHC Options for Buyers in Rockwall
TSAHC is where most Rockwall buyers land, partly because its single income ceiling suits dual-earner households. TSAHC down payment assistance may provide up to ~5% of the loan amount, and the assistance itself is structured two ways: a grant you never repay, or a second lien that forgives itself once you have lived in the home three years. You can also take a first mortgage with no assistance attached, which often prices at the lowest rate, but that route can no longer carry a Mortgage Credit Certificate on its own, because TSAHC’s stand-alone MCC is discontinued indefinitely. One wrinkle matters in a market where cash is the binding constraint: the tiers that reach ~5% currently come through the forgivable second lien, while the grant is being offered at smaller percentages right now. Have a participating lender price both against your closing statement.
- Home Sweet Texas is the general track. If your Rockwall County income fits under the limit, and many strong earners here do, you may qualify regardless of occupation or whether you have owned before.
- Homes for Texas Heroes covers teachers, police officers, firefighters, EMS, corrections officers, nursing faculty, and veterans, with the same assistance amounts. Rockwall ISD staff, the city’s officers and firefighters, and clinical workers commuting west into the Dallas hospital systems have occupations on that list, so they may qualify once the income, credit, and price tests are met. TSAHC money moves through a fixed roster of approved lenders, and that roster is far shorter than the list of loan officers advertising around the square. TDHCA’s Two Tracks for Rockwall County Households
TDHCA runs the other statewide route, and its Dallas-area figures give Rockwall buyers real room:
- My First Texas Home serves first-time buyers, meaning no ownership in the last three years, plus qualified veterans, at the lower limits above: ~$117,300 for a household of one or two and ~$134,895 for three or more, which is the one place in this lineup where Rockwall County incomes commonly run past the ceiling.
- My Choice Texas Home drops the first-time requirement entirely, which is the version that matters for a family selling in Garland or Mesquite and buying up in Rockwall. Its conventional tier may reach ~$192,950 at any household size, and buyers using FHA, VA, or USDA financing may qualify under a tier reaching ~$199,410.

The MCC Tax Credit Against a Rockwall-Sized Mortgage
A Mortgage Credit Certificate may return up to 15% of the mortgage interest you pay each year, with no annual cap, claimed on IRS Form 8396. Because the benefit is a percentage of interest, it scales with the size of the note, and Rockwall notes are larger than the statewide norm. A buyer financing a home priced up against the ~$585,006 cap is looking at a different annual number than a buyer at half that, and the credit repeats every year you hold the loan and live in the home. What you actually receive still depends on your rate and your federal tax liability, so treat any figure as an upper bound until a lender runs it.
According to TSAHC’s Mortgage Credit Certificate page, the stand-alone MCC has been discontinued indefinitely, though an MCC may still be obtained in combination with TSAHC down payment assistance as funds are available. Pairing Rockwall Assistance with FHA, VA, USDA, and Conventional Financing
Assistance is not a loan type of its own. It attaches to a standard first mortgage, and the base loan you choose shapes your rate, your mortgage insurance, and which income tier you are measured against. In Rockwall, conventional and FHA financing dominate, with VA a steady presence given how many North Texas veterans settle on this side of the lake.

A note on the government-backed side, because it changes your income tier: FHA, VA, and USDA borrowers may qualify under the higher TDHCA bracket reaching ~$199,410. Eligible veterans can use a VA home loan at zero down and still use assistance toward closing costs, and the Texas Veterans Land Board offers below-market loan options for Texas veterans. USDA eligibility thins out quickly in a county this small, so treat it as something a lender checks address by address.

In much of Texas the choice comes down to income, because one agency’s ceiling excludes the buyer and the other’s does not. Rockwall County is rarely that situation. The rule that works here runs on ownership history instead: if you have owned a home in the past three years, which describes most families trading up out of Garland or Mesquite, you are choosing between TSAHC Home Sweet Texas and TDHCA My Choice Texas Home, and the deciding factor is which structure leaves more cash in your account after funding. If you have not owned in three years, put My First Texas Home in the comparison too, and have the lender value its tax credit against your loan balance before you commit.
Where You Buy in Rockwall Decides Whether the Price Cap Matters
This section reads differently in Rockwall than almost anywhere else in Texas. In most cities the ~$585,006 purchase-price limit is academic. In Rockwall it is a live constraint on part of the market, and pretending otherwise would waste your weekend.
- Lakefront and near-lake properties along the Ray Hubbard shoreline and the blocks around the Harbor frequently list above the limit, and nothing in these programs stretches far enough to reach them.
- The newer subdivisions running east toward Fate straddle the line. A base plan often fits, while the same plan with an option package and a premium lot often does not, so ask the builder for a priced-out sheet before you sign anything.
- The older core off Goliad Street, and the established streets within reach of the downtown square, hold most of the qualifying inventory and pair a Rockwall ISD address with a payment you can carry.
- Heath, Fate, McLendon-Chisholm, and Royse City widen your qualifying set. Fate and McLendon-Chisholm sit wholly inside Rockwall County and use these figures, while Heath reaches into Kaufman County and Royse City into Hunt and Collin, so a participating lender should confirm the limits that apply to a specific address.
If the cap boxes you out of the homes you want, price the alternatives before abandoning the plan. Buyers often compare Rockwall against Garland and Mesquite, where the same statewide programs go further on price, or Richardson for a shorter run into the north Dallas job corridors. Those are different counties with their own limits, and a lender in our network can run all of them at once.
Rockwall ISD, and Who Homes for Texas Heroes Actually Covers
Rockwall ISD is the reason a large share of these buyers are moving at all, and Royse City ISD covers the eastern portion of the county. The district is also among the county’s biggest employers, which matters for a reason buyers tend to miss: the same institution pulling families into Rockwall puts a great many of its own staff onto the Homes for Texas Heroes list.
Between Rockwall ISD, Royse City ISD, the Rockwall Police and Fire departments, the county sheriff’s office, and the clinical staff who drive I-30 west into the Dallas hospital systems, a sizable share of local payroll works in an occupation the Heroes track recognizes. Being on that list is where eligibility starts rather than where it ends, since the income limit, the credit threshold, and the ~$585,006 price cap all still apply. If your occupation qualifies, employment verification is a routine step your lender handles, and the Heroes track carries no first-time-buyer requirement.
Credit Score Expectations for Rockwall Assistance
Most TSAHC and TDHCA options start at ~620. That number surprises Rockwall buyers in a particular direction: many are sitting at 720 or better and assumed there was an upper credit limit that would rule them out for having managed their money well. No such ceiling exists. A stronger score widens which structures and rate options a lender can put in front of you.
Below 620, the distance is often shorter than it looks. Households that stall out here usually have a card-utilization problem rather than a payment-history problem, which is what tends to happen when you are carrying balances and rebuilding a closing fund at the same time after an offer fell apart. A participating lender can look at whether paying specific balances down and requesting a rescore moves you over the line within a cycle or two, and a HUD-approved housing counselor can confirm the sequence at no cost. That work runs in parallel with house hunting, so nothing has to pause while it happens.
The Homebuyer Course Rockwall Programs Ask For
Nearly every assistance program requires a short homebuyer education course before closing. It covers budgeting, how the loan process unfolds, and what happens at the closing table, and buyers who complete it tend to run into fewer surprises later. Recapture Tax for Rockwall Buyers (IRS §143)
Bond-backed programs, including My First Texas Home and the MCC, carry a federal recapture provision under IRS §143. It can only apply when three conditions land together: you sell within nine years, your income at sale is well above the program limits, and you realize a gain. Miss any one of the three and there is generally nothing to recapture, and TSAHC grant options generally do not carry the provision at all.
Very few buyers ever pay it, both agencies run reimbursement programs that may cover it if it is triggered, and the mechanics live on IRS Form 8828.
