TSAHC applies one ceiling regardless of household size, so two earners are measured against approximately $133,375 the same as a single buyer, and against local wages that is a high bar. TDHCA brackets My First Texas Home by household count instead. On anything variable, expect an underwriter to use a two-year average rather than your strongest stretch.
The My Choice Texas Home rows are what cause trouble in this area, so it is worth saying twice. Which tier you are held to is decided by the loan you use rather than by anything about your household. Conventional financing reaches approximately $192,950; FHA, VA, and USDA financing is held to approximately $181,390. Because the government-loan tier sits below the conventional tier here, a household near approximately $188,000 of qualifying income may fit the conventional tier and may still be over the line on an FHA loan. On the Dallas side of the metroplex that relationship runs the other way, which is exactly why it gets read backwards.
How TSAHC Works for a Household Buying in Cleburne
TSAHC’s down payment assistance is where most Cleburne buyers land, because the income ceiling sits well above local pay and there is no first-time requirement to work around. TDHCA’s Two Tracks and Where Cleburne Households Fit
TDHCA runs the second statewide track, split on whether you have owned before:
- My First Texas Home serves first-time buyers, meaning no ownership interest in a primary residence for three years, plus qualified veterans regardless of prior ownership. It pairs a competitive first mortgage with assistance at the tighter limits, approximately $106,700 for one or two people and approximately $122,705 for three or more, and it is the one route here that still comes with a Mortgage Credit Certificate.
- My Choice Texas Home drops the first-time requirement and runs on the higher tiers, approximately $192,950 with conventional financing and approximately $181,390 with FHA, VA, or USDA financing, the government tier being the lower one in this area. It is the program for a household trading up from a first house in Joshua, Keene, or Alvarado.

For a Cleburne household the sorting question is ownership history rather than income, so if nobody on the loan has held a primary residence in three years, price My First Texas Home first for the tax credit riding with it.
The Mortgage Credit Certificate on a Cleburne-Sized Loan
A Mortgage Credit Certificate is a federal tax credit claimed each year on IRS Form 8396, worth up to 15% of the mortgage interest you paid that year, with no annual cap, applied against your federal tax bill for as long as you hold the loan and occupy the home.
Because it tracks interest rather than principal, its value follows loan size, and Cleburne loan sizes are moderate. Run it on the purchase above: a loan of about $265,375, at rates common in recent years, throws off something near $17,000 of interest in the first full year, and 15% of that is roughly $2,550 back on the return filed the following April. USDA deserves more attention in Johnson County than in almost any county this close to Fort Worth, because a large share of the county outside the Cleburne city limits may fall inside a USDA-eligible rural boundary. The program is the USDA rural housing loan, a residential mortgage backed by the U.S. Department of Agriculture for an ordinary primary residence. It has nothing to do with farming the property, and for eligible buyers on eligible property it can allow 100% financing.
Three details decide whether it is real for you. First, the map: eligibility follows drawn boundaries rather than zip codes, so two houses a mile apart on the same road toward Rio Vista, Godley, Grandview, or Venus can land on opposite sides of the line, while the built-up parts of Cleburne generally sit outside. Second, income: USDA applies its own household income test, separate from the state ceilings and calculated differently, counting adult household members whether or not they are on the loan. Third, cost: USDA charges an upfront fee that can be financed into the loan plus a smaller annual fee that behaves like mortgage insurance.
Now the part that gets skipped. When the first mortgage requires nothing down, there is no down payment left for assistance to cover, so it does a different job. On a zero-down USDA loan the TSAHC or TDHCA money goes toward closing costs, prepaid taxes and insurance, escrow reserves, and in some structures the USDA upfront fee. The headline reads smaller than approximately 5% sounds in a down payment context, and it is frequently the entire remaining gap: a buyer out toward Rio Vista who needed roughly $16,000 to close on an FHA loan may need very little of their own money once USDA removes the down payment. Not every assistance option pairs with every USDA product, so confirm it before you write an offer.
Property standards come with the territory, since a county address usually means a well, a septic system, and a private road, and USDA and FHA both apply requirements on water quality and legal access that a city lot never raises. Eligible veterans should also price a VA home loan, which allows zero down for those who qualify, against the options at the Texas Veterans Land Board.
Choosing Between TSAHC and TDHCA As a Johnson County Buyer
The two agencies overlap enough that buyers assume they must study their way to an answer, when a lender approved for both can quote them side by side in an afternoon.

Where the ceilings sit high above local wages, eligibility is rarely the tiebreaker; cost is. Ask a participating lender to quote the same purchase both ways and compare the rate, whether assistance arrives as a grant or a forgivable lien, how many percentage points each route actually delivers, and whether a Mortgage Credit Certificate is available on the combination. For a first-time Cleburne buyer that last item often decides it, since My First Texas Home still carries a certificate and TSAHC now issues one only alongside its own assistance, as funds allow.
Around the Square, North Toward the Parkway, or Out on the County Roads

- West toward Lake Pat Cleburne and the state park road mixes established homes with larger lots, where lot size pushes the appraisal around more than the finish level does.
- Out toward Rio Vista, Godley, Grandview, and the county roads between them is where USDA eligibility becomes a live possibility and where well, septic, and access questions enter the file, so the loan type can matter more than the listing price.

Cleburne ISD, Hill College, and the Heroes Track in Johnson County
Cleburne ISD covers the city, and the county is carved up around it by Joshua, Godley, Rio Vista, Grandview, Alvarado, Keene, and Venus ISD on boundaries that ignore city limits, though that line has no effect on which program is open to a buyer. What the local employer mix does affect is how many households have a Homes for Texas Heroes occupation in them. Add the nursing and allied health faculty at Hill College’s Cleburne campus, the clinical staff at Texas Health Huguley and the medical offices along US 67, the Cleburne police and fire departments, the Johnson County Sheriff’s Office, and the county EMS crews to one of the largest school payrolls in the county, and a large share of households shopping here have at least one earner in a covered role. They may qualify once income, credit, and property requirements are met.
Only one borrower needs the qualifying occupation, so a household with a Cleburne ISD paraprofessional and a spouse on a manufacturing shift may use the Heroes track on the school employee’s job while both incomes count toward the limit. The track carries no first-time requirement either, so a deputy who bought a small place near the square years ago is not shut out of using it to move toward the lake.
The 620 Line, and What Usually Keeps a Cleburne File Under It
Most TSAHC and TDHCA programs open at a 620 credit score, an ordinary threshold that surprises buyers who assumed assistance came with stricter standards than a regular mortgage. Your score still sets your rate and which structures are open to you.

Miss any one and there is generally nothing to recapture. Very few buyers ever owe it, TSAHC’s grant options generally do not carry the provision, and both agencies operate reimbursement programs that may cover the tax if it is triggered.
