The practical constraint on both tracks is the lender. TSAHC funds move only through loan officers the agency has approved and trained, so whoever handled your last refinance may have no ability to write these programs at all. It sits on a standard first mortgage chosen on its own merits: your credit, your cash, the age and condition of the house, and, in Friendswood, what the flood and windstorm quotes come back at. The other half of the decision gets skipped. The down payment is one number, and it is not the number that decides whether you can carry the house. A Friendswood payment carries property taxes, homeowners coverage, windstorm coverage on this side of the bay, and, at a great many addresses in this city, flood insurance, all escrowed together. Clear Creek is a real fact about Friendswood and deserves to be treated as one. The flooding that came with Harvey reshaped parts of this town, and elevation, drainage work, and buyout history are ordinary things for a buyer here to research. In financing terms it turns into three questions. Does an elevation certificate exist for the property, since one can substantially change a flood premium.
